The Central Bank of Russia is ready to authorize legalization of cryptocurrency mining operations, but on the condition that the mined digital assets would be sold outside Russia, Interfax reported, citing a statement by Kirill Pronin, director of the Central Bank's department for financial technologies. "Mining is not a subject and sphere of responsibility of the Bank of Russia, nevertheless mining is one of the ways to acquire cryptocurrency as a payment, a reward for that validation, the transaction that is performed during the mining. In this regard, the legalization of mining may be discussed, but there should be certain conditions, which, in our opinion, should be met in this regard," – he said at the St. Petersburg International Law Forum. According to him, the cryptocurrency, which will be accumulated by mining operations, should be sold by miners in exchange for fiat currency, but strictly outside of Russia. "In general, we are saying that these mining services should be exported and that doing mining business should not lead to the accumulation of cryptocurrency on the territory of Russia, so there would not be motivation for its subsequent use for payments within the country," Pronin concluded.
